Mitigation projects can range from public information efforts, to residential relocation, to structural flood control projects. For any possible hazard, expert planning is key and Molly O’Toole & Associates is ready to provide a full range of expert hazard mitigation services.

Molly O’Toole & Associates has provided the following hazard mitigation services:

  • Developed and implemented countywide (multi-jurisdictional), multi-hazard mitigation plans in Illinois
  • Facilitated countywide hazard mitigation planning committees
  • Developed flood mitigation strategies for the protection of residents and facilities in flood prone areas
  • Prepared grant applications for FEMA hazard migration grant programs using FEMA “eGrants”
  • Reviewed state dam safety programs for eligibility in the FEMA Community Rating System
  • Developed post-flood disaster mitigation plans for communities Coordinated state and federal interagency mitigation funding communities flood protection projects
  • Reviewed multi-hazard mitigation plans for the State of South Carolina
Development of Approved Multi-Hazard Mitigation Plans
  Molly O’Toole & Associates, Ltd. has developed three county-wide hazard mitigation plans in Illinois for counties with populations ranging from 38,000 to 904,000. These plans, some of the first plans in Illinois, have been prepared with consideration of varying natural and manmade hazards in each county, and in attentiveness of the rural and urban challenges in each county. Each countywide hazard mitigation plan was approved by IEMA and FEMA without any needed changes.
Successfully Funded Mitigation Projects
  Molly O’Toole & Associates, Ltd. has planned and implemented a full range of projects that have been successfully funded. We have experience with the federal “eGrant” system (which came into use in 2004) for both mitigation planning efforts and mitigation projects.
Proven Working Relationship with Hazard Mitigation Agencies
  Molly O’Toole & Associates, Ltd. has strong working relationships with the IEMA, FEMA Region V, and also with other critical partners, such as IDNR. All mitigation plans and project applications are submitted to the State Hazard Mitigation Officer (SHMO) at IEMA. The SHMO then submits appropriate plans and projects to FEMA for consideration. MO&A has worked closely with several FEMA Region V personnel on mitigation plans and projects, floodplain regulation issues, and on floodplain mapping efforts.
