Molly J. O’Toole, P.E., D.WRE, CFM Molly J. O’Toole is the president of Molly O’Toole & Associates, Ltd. and has been working in the fields of water resources engineering and multi-hazard mitigation for over 25 years. She has extensive experience in water resources and watershed management, particularly in the development of regional stormwater management plans. FEMA has relied on her expertise as a consultant to FEMA’s Community Rating System (CRS) program and as a state participant to FEMA during the development of FEMA mitigation regulations. Therefore, she has significant experience with FEMA ’s hazard mitigation, floodplain management, and grant programs. During her many years with the Illinois Department of Natural Resources Office of Water Resources, Ms. O'Toole chaired the Illinois Mitigation Advisory Group’s Acquisition and Relocation Committee. She managed Illinois’ stormwater management program, and managed the flood mitigation program, which was the first such statewide program in the country. Ms. O'Toole has applied her expert knowledge as a private consultant to the development of countywide multi-hazard mitigation plans and projects in Illinois, and regional stormwater management programs in northeastern Illinois. She has served as a consultant to local, state and federal agencies on a variety of stormwater management projects and multi-hazard mitigation efforts, including the development of countywide plans and ordinances, the investigation of repetitive flood loss areas, and public information programs. Ms. O'Toole received her B.S. in civil engineering from Michigan State University and a Masters in Public Administration from Harvard University’s Kennedy School of Government. She is a registered Professional Engineer in Illinois, a Diplomat Water Resources Engineer with the American Academy of Water Resource Engineers, and a Certified Floodplain Manager with the Association of State Floodplain Managers.
Paminder S. Parmar, P.E., CFM Paminder S. Parmar has over 12 years of experience in water resource engineering. He has expertise with 1D, 2D, steady and unsteady hydraulic modeling, and event and long-term hydrologic modeling, and associated GIS applications. He is versed in the Federal Emergency Management Agency (FEMA) National Flood Insurance Program guidelines for the development of Flood Insurance Studies, Flood Insurance Rate Maps, and Letter of Map Changes (LOMCs), and he is fully proficient in most FEMA approved modeling software, as well as FEMA documentation requirements. Mr. Parmar also has experience in the development of master drainage plans, and in the design of detention ponds, stormwater systems, wetland protection, streambank erosion, and water quality projects. Mr. Parmar received his B.S. in Civil Engineering with Honors and his Masters in Civil Engineering (specializing in water resources) from the University of Illinois. He is a registered Professional Engineer in Illinois and a Certified Floodplain Manager with the Association of State Floodplain Managers.
